Yes, I have always had threading enabled. And I have tried it
with the expanded thread, then going into a message, and doing
the two finger flick up. It reads all the stuff at the top
before the message text. Somebody else in the beta cycle with
him I had a private off list discussion noticed the same thing.

I guess so. I'm kind of looking for a way to put my iPad mini
back to iOS 9. It has the gold master on it. But I'm so
disgusted with how mail works now with all the crap that's right
at the start of each and every message, I want to go back to iOS

No if you have the 10.01, you're good. The last beta was 10.7.
