Well, leave it to Apple. We are both right. There is a speech setting under Accessibility. That is the one you are talking about. The one I'm talking about is in the VoiceOver settings, in there you will find Voice, Pronunciations, and then a Rotor language section. I forgot that Apple calls them both just "Speech." You place two fingers on the screen like you were going to turn an old fashioned radio dial. Then, while keeping both fingers on the screen, turn your fingers like you are turning a dial and each option you hear will be what action is taken when you flick up or down with one finger. So, if you have more than one language voice set, when you turn to languages with the rotor, you can flick up or down to change voices. Etc. Actually, there's one exception to this rule. Whatever voice you said as your default, you can add one more Voice from that language to your rotor. All other languages can only have one voice on the rotor.
