Difficult is relative. You need to find the correct download file for iOS 9 and 
your particular device. An iPhone will have a different download file than an 
iPad and there are even different files for different phone versions. One 
website where these are usually available is http://ipswdownloader.com/
Once you have downloaded the file you may have to change the extension from 
.zip to .ipsw
Once that is done you have to connect your device to iTunes, go to your device 
area and after tabbing to the "Update" button activate it with Shift+Enter.
A standard Windows open file dialogue will appear, browse to the folder where 
your IPSW file is saved, select it and press "Open".
Your phone will then "upgrade" or in this case "downgrade".
Keep in mind that Apple only signs previous iOS versions for a fairly short 
time so you probably have to do this in the next few days, it may still work 
middle or late next week, but nobody knows.
Besides all that I recommend against downgrading since you only postpone the 
inevitable. It is better to learn the new OS and deal with the few challenges 
which may exist than to go back and then in a year or two when you may need a 
new device you get kicked from iOS 9 to iOS 11 or iOS 12 where things maybe 
even more different.

like this new Mail app. But I'm trying to except it.
