I do not know about the iPhone 7, but the buttons should not affect the alert 
sounds if that setting is off. This is what the description says after the 
sound setting is set to off:
"The volume of the ringer and alerts will not be affected by the volume 
buttons."

controlled by the ringer volume, however the rest of notifications are 
controlled by the media volume. So basically you'll need to adjust your media 
volume where you would like the rest of your notifications to be. After that if
