Is it necessary to install and set up Echolink on the PC before you do so on
the phone?

As Scott said in his email, you do have to have your license verified. I
recently did this. I had to go to the FCC website and enter my PRN and have
my password reset. Then I was able to download the license and then upload
it to EchoLink. I found it quicker to do the password reset and license
download and upload from the computer. I didn't have much luck using my
phone. After doing this, and getting the app set up, I found it very
accessible and user-friendly.
