Question about 5th generation Ipod touch

I'm thinking about upgrading from my 4th generation Ipod touch to the 5th 
generation ipod touch.
Will I be able to turn on voiceover right out of the box or will I have to 
use Itunes?
Can I still use my Apple usb charger to charge it?
