When this happens on my 3gs, I do a triple click Home to turn off Voiceover, leave it resting for about 15-30 seconds, and when I do the triple click it's great again! Hope this helps.

Hi Reggie

If you are finding that VO is just generally sluggish in various parts of
your phone then this is not related in any way to the up coming iOS release.
VO is not like Siri in that it doesn't need to check in with apple servers
to provide feedback. I would recommend that you clear out your app switcher
and then restart your phone by holding down the lock and home buttons for 10
seconds.
