I did some quick googling, and there seems to be a lot of confusion
between Windows 8 and Windows Phone 8. First, they aren't the same
operating system and Windows 8 will not run on a handset. check out:

Windows Phone 8 is expected to come out at the end of October.

Although Windows Phone 8 has some accessibility features, it doesn't
have a screen reader. Check out:

I just did some quick googling to find this information. If anyone has
more authoritative sources, please post the links, preferably to the
accessible phones mailing list.
