Windows 8 is the traditional Windows for Intel/AMD chips covering PC's, laptops and tablets. Windows RT (formerly Windows for ARM) will initially only be available on tablets, although you'll have conversion options and it should also move to ARM based laptops and PC's eventually. Windows Phone 8 will run on cell phones, most likely from Nokia and maybe Samsung. Apparently these OS's share some kernel components, but they're not the same OS's.
