I'm not sure where you're coming from with your iPhone but I'll explain how I 
interpreted similar instructions when I was selling my old AT&T iPhone 5 and 
wanted it unlocked for the new purchaser.

 

For the unlock to take effect, the phone being unlocked must be completely 
erased as part of the Reset process. Since I was selling the phone anyway, this 
wasn't a problem. I did a full encrypted backup using iTunes since I would be 
restoring that to the new iPhone 6 I purchased. If you're keeping this phone 
and plan to use it unlocked with AT&T or another carrier, you'll obviously 
restore the backup you made to the unlocked and erased phone and continue using 
its AT&T SIM or another SIM from the new carrier.

erase your iPhone. 3) Restore your iPhone from the backup you just made.
