Hello Gordon, I am on T-Mobile here in the US and I am getting my voicemail alerts just fine on wifi and without cell data being turned on but I am still on iOS 10.1.1. Out of curiosity, do you have the wifi calling feature turned on in settings/phone/wifi calling? Is T-Mobile wifi showing in your status bar after the coverage bars?
