It's interesting because prior to the iOS 10.2 update there was also a rotor 
option for moving an app out of a folder.
Let's assume I had the Skype app in a folder called "Social Folder", I could go 
to that folder, swipe down and double tap "Arrange Apps" and then double tap 
for "Move Skype" and then instead of doing the scrub gesture you could again 
flick up or down to an option "Move Skype out of Social folder". Double tapping 
on this would close the folder and you could then go to wherever you wanted the 
app and select whichever option to insert it before or after another app or in 
another folder.
Using the scrub gesture was always what I did anyways since it's faster, but I 
just thought I mention that this is something Apple has changed.

Also, and that is just my opinion, you can use pretty much anything to clean 
your screen except maybe sandpaper. The iPhone screen is so tough that it 
definitely doesn't get scratched if you use a regular cloth, dish towel, dish 
cloth, paper towel, your sweatshirt or the jeans you are wearing.
I have often just moistened the screen with a wet hand (not dripping wet, but 
wet) and then rubbed it clean against my sweater or jeans and it works just 
fine and does absolutely no damage and if my screen has dirt on it then that is 
definitely better than leaving it dirty until you have access to a microfibre 
cloth or screen cleaning kit.

I'm glad you sorted it out.
For those who don't think about keeping the screen clean, you found the main 
reason to do that. A dirty screen, changes the sensitivity.
So, if others are finding odd behavior with gestures, try cleaning the screen 
with a non-abrasive cloth, no chemicals, but a microfiber cloth like sighted 
folks use for eyeglasses.

But later on, you decide to take the app out of the folder this task cannot be 
fulfilled with the new method because when pressing home to move out of the 
folder, the edit or replace mode is stopped and you can nolonger replace the 
app. You must use the old method to move the app out of a folder first and then 
put it back into another folder.
