I think the original question here was about setting up the account
itself. As I recall, you can't do that from within the app, it has to
be done on a PC. That was years ago and I remember that it was a bit
tricky but worked best with NVDA. As for using the number, the Google
Voice and Hangouts apps are both accessible enough for this. But
creating the account was challenging at that time, I can't comment on
doing it now.
