Hello Jennifer, It's good to learn that the Hangouts app for iOS is VoiceOver accessible.
I'll be honest, I only explored Hangouts when it was first launched and found it extremely confusing, for some reason. That was several years ago. I remember that when I set it up, it messed up my settings that I had configured on the web so I deleted it. Now that the web version of both Hangouts and Google Voice are less strait forward, perhaps I'll give it another shot.
