I did not know that the sim card was needed in this instance. However her
question was about activating the phone and that means you must have a
number and a carrier to activate it. Apparently she was mistakenly talking
about setup.

If a device is reset and you are at the initial screen which says "swipe to
setup" you must have a SIM card installed otherwise you cannot complete the
setup. Once it is setup you can take the SIM card out and it is no problem,
but you do need it initially.

You do not need to activate the phone to use it as an IPod. The activation
is only for the phone service. You just need to sign in with your Apple ID
so you can use or buy apps. You can do IMessaging to others with I devices
whenever you are connected to the internet.

I have Iphone 4 which stil has pretty decent battery, so I would like to use
it as Ipod.
I don't have a sim card for activating the phone and I haven't found any
other option to activate it.
I tried Itunes, but it keeps saying I need a valid Sim card.
Please, is there a way how to activate Iphone without a sim card?
I don't want to use it for phone calls, I have Iphone 6 for that.
