I'm getting very strange iTunes for Windows results since iOS 10.3 came out and 
I updated to iTunes 12.6.0.1. I've decided these anomalies must relate to the 
Apple servers being overwhelmed with users updating. Some of the anomalies I've 
experienced include no response after quite a bit of time when attempting to 
just download the update to my computer using iTunes, no response from Apple 
when accessing the Help, check for update from the iTunes menu, and no download 
completion when accessing apps in iTunes that I've updated on my iPhone and 
want to download that update to my computer as a backup. These sort of issues 
give me an uneasy feeling in my gut and I've decided to stay on iOS 10.2 a bit 
longer and give Apple time to work through the initial rush before I attempt to 
update again. I understand that the new file system introduced with iOS 10.3 is 
also causing the updates to take longer and no doubt contributing to the server 
burden.

I had the same experience as you, Sieghard. iTunes reported that my software 
was up-to-date, however I have yet to update iTunes itself to 12.6. I thought 
that might be the problem. So after backing up my phone on my laptop, I did the 
update to 10.3 over the air and all went well.
