Sieghard, I am not aware of a bank-based service that you described in the United States. We do have bill pay services that can send someone a paper check in the mail. The service is usually free and the postage is paid. The problem is that the person needs to wait a week to get the money. Also, it is necessary to go to a website and enter in the person’s name and postal address to send a check. I often have just an e-mail address or cell phone number for Bar or gym buddies here in Chicago. It is still a lot easier to use a talking ATM to pay someone in cash for low amounts of money.
