I sure hope you get it working.  Did you download and install from the phone 
itself or from iTunes?  I did mine from the phone.  I know from previous 
upgrades of the OS, it takes at least 10 minutes, but this time, it took 
longer.  Three hours is definitely too long.  You might wish to shut off your 
phone and re-initiate the update process.  Hopefully, it will pick up where you 
left off.  Good luck.  I think we should recommend to Apple's accessibility 
team that audible tones be built into the update process so that we know 
something is occurring.  I'm going to write them now and suggest this be added.
