All the voices are listed whether they are downloaded or not. After you tap on speech tap on “Voice” which is the first button. If I do this I have headings for all the different english dialects, e.g. English Australia, English Ireland, English South Africa, English UK and English US. Once I get to English US I swipe right, the first is Alex, then Allison, Ava, Fred, Samantha, SIRI Female, SIRI Male, Susan, Tom and Victoria.

You will need to find American English and double tap that, and you should see all the voices there. There have been some bugs in the past with voices not downloading, so make sure the phone is updated to the latest version of iOS.
