Yes I did go to Voiceover/speech/voice but as I stated, only the two US English
voice appeared. I will try again in the morning to give the phone time to get
everything downloaded from the backup.

did you go into the VoiceOver settings, then Speech?
There you will have the default voice, Punctuation, then rotor voices.
You will have to select and download the voices one at a time.
Especially Alex since it is almost a gigabyte.

Hello,
Go into the speech settings for VoiceOver and you should be able to select
them from there. You will need to find American English and double tap that,
and you should see all the voices there. There have been some bugs in the past
with voices not downloading, so make sure the phone is updated to the latest
version of iOS.
