Okay, basically put focus on the sheet, then scroll down (three fingers swipe up) until you are at the row you need. If you touch a cell, it'll announce the coordinates of that cell, and the contents of it.
Read the info you need, then to insert your link, double tap the cell, then immediately beneath the sheet you'll hear a field that says “formula bar”, and it'll say “text field”. Double tap on that and add your link.
