Things like text tones, app notification tones, ringtones, etc. are all sounds whos volume is controlled by that volume slider in Settings/Sounds. Any other sounds from VoiceOver, such as navigation sounds and the little two tone blip that plays when an alert pops up (those little popups that you need to tap on a button in the window to dismiss, like low battery warnings) are controlled by controlling the volume buttons on the side of your phone. If you like the clicks and other noises VO makes, but you want them lower, just press the down volume button on your phone. If this makes your speech volume too low, add the volume setting to your rotor and adjust VO's speech volume by turning to the volume setting on the rotor and increasing it until you're happy with the results.
I know this may all seem rather complicated right now, but you'll get it. If you need help with the rotor, just write to the list and someone will help you out.
