Kind of a choice between a rock and a hard place, I certainly would not want to have no sound effects at all just to hear “screen locked”. It will be interesting to see if Apple gives users more control over this in iOS 11, either take the “screen locked” message away completely and replace it with a more unique sound or let people decide if they want to hear the message but not at the expense of loosing all other sounds. In a way this is a trivial thing and I wonder who the heck at Apple has nothing better to do than to come up with these things which of course also take time to implement where they could spend that time fixing more important issues.
