The reason for my having Sounds turned off was I was using my Braille display to read a book and didn't want to hear the clicks when I advanced to the next line. I guess Apple felt that if Sounds was turned off, it would be able to verbalize whether or not the screen was locked. It didn't matter to me because when I do have the Sounds turned on, I'd rather hear that tone than the voice telling me that the screen was locked. Anyway, to each his own, I guess.
