Speaking strictly for myself yes I can verify the not reading content back
in native apps and this is running the latest operating system on an AT&T
iPhone 8Plus just to be as detailed as possible. I've just gotten used to
working around it so haven't fussed too much over it myself.
This goes for the dictating itself bug as well.

However, I am not experiencing the problems discussed in this thread.
I do know, however, that some third-party apps do not play well with
VoiceOver via dictation. For example, when I dictate a title into the
OverDrive public library app, sometimes the dictated text is read back to me
and other times, it is not. Likewise, getting the edit option to appear in
the VoiceOver Rotor can be a bit of a challenge in some third-party apps,
such as OverDrive.
This is why I always use a native iOS app as my baseline when determining if
something is a system bug or an app-specific bug.
There is a well-known/documented/Apple acknowledged iPhone 8 series system
bug that is probably responsible for the sometimes experienced overlap/delay
dictation feedback anomaly where VoiceOver appears to dictate itself.
Finally, please keep the following in mind. Despite public opinion to the
contrary, iOS versions can and do vary across carriers. I assure you that
the iOS version that is running on Verizon Wireless devices is not the exact
same version that is running on a T & T Wireless devices. Furthermore, yet
a slightly different version of the OS is installed on SIM-free devices.
Most of the time, these differences are all but impossible to notice but,
sometimes, as was the case about 3 years ago with regard to a video display
driver, these differences/bugs do show themselves.
Just some things to keep in mind as you troubleshoot and assess.

I've observed this on an iPhone 8Plus running the latest version of the
operating system. I find that if I insert a space after it makes the I'm out
of dictation ding it'll then read it to me. I can then either leave the
space or delete it as I wish. I don't like this problem but hate even more
when you enter dictation and VoiceOver feels the necessity to recite
sometimes a lengthy hint or the like and it ends up trying to dictate
itself, oy (smile).
