Are you talking about your iPhone SE or the ipad? If your iPhone has cellular service and access to data it SIRI should work. If it’s the iPad and it is an WiFi only iPad and if it is not yet connected to your WiFi then of course what you say would make sense. Also, keep in mind that if Voiceover was on the volume may simply have gone down to 0 which means Voiceover is on, but you can’t hear it. Try to plug in a wired headset and see if Voiceover is talking. If it is then unlock the device with the headset connected, then unplug the headset and repeatedly press the volume up button and the external speaker volume should come back. Under Accessibility, you want to go down to Accessibility shortcut, open that and select VoiceOver. Then, a triple click of the home button will toggle VoiceOver on and off.
