Apple must be having trouble. My daughter & I have gotten the same message. & 
neither of us has updated an app or tried to purchase an app. We both are still 
using IOS 10.x. The message started appearing around 2:30pm Eastern & seems to 
popup after unlocking the iPhone after the iPhone has been locked.
