This happens from time to time and it simply is a matter of waiting a few hours 
or maybe until tomorrow and most likely the preoblem will just go away.

It might have to do with the rumored release of a new IOS update, which if it 
is true would certainly jam up the servers.

Apple must be having trouble. My daughter & I have gotten the same message. 
& neither of us has updated an app or tried to purchase an app. We both are 
still using IOS 10.x. The message started appearing around 2:30pm Eastern & 
seems to popup after unlocking the iPhone after the iPhone has been locked.
