Even though I subscribe to Apple Music, there have been a few cases where I still had to purchase the albums through iTunes, because the album/albums were not available for streaming. I guess the artist/record labels can specify how Apple can make it available to their customer base. If they do away with purchases, then they will need to make all of their music catalog available.
