The Instant Pot Smart WiFi does create its own network first and you have to go to Settings > General > WiFi on your iPhone, connect to it, then return to the app and complete the setup. This is the same method used by many smart devices such as Amazon Echo speakers, Ring Video Doorbell, most thermostats etc.
