Ann, The following settings allow me to check time silently on my Apple Watch. On my iPhone, in Watch/settings/General/ Wake Screen, I have wake screen on wrist raise off, In Settings/General/Accessibility/VoiceOver, Taptic time on, Speak on wrist raise off. That appears to be it. I had this problem for a long time. The watch really is a great tool when you get it dialed in. I hope this helps someone.
