Hello Janet, You know, in order to create a new iCloud email address, you must enter a rescue email address. Once done, in order to proceed, you must open the verification email that was sent to your rescue email address and activate the embedded link.
Also, I believe you must verify that you are a real person by solveing either a graphic or audio catcha. I created 3 new Apple IDs last week and I think that is how I did it. Last week seems so long ago. (smile). Now if you are simply wanting to add an alias to an already existing account, that is something else.
