Hi Ramy. In order to change your default language in Voiceover, you either have to set the Iphone's language to whatever you specify it to speak in by going to general, international, and language. Or if you don't want to change the iPhone's language, another way to get Voiceover to change its default language is to go to general, international, and voice control.
