Have you made sure the volume isn't simply turned down to 0%? See what happens if you plug in a wired headset, probably easiest to use the Earpods which came with your iPhone. You could also make sure it's unlocked, maybe get sighted help so you know for sure it's unlocked, then do a 2-finger swipe down so Voiceover is talking and after that repeatedly press the volume up button, you want to do this at least 6 or 8 times and see if you start hearing Voiceover.
