What you heard was probably SIRI and not voiceover. I am surprised Apple Accessibility didn't ask you to check the volume level, this is usually the first thing I check or recommend if somebody says they don't have Voiceover any more and plugging in a headset is another easy way to check it since headset volume and external speaker volume are independent from each other. This means even if your external speaker volume is 0% your headset volume typically is still fine and if you plug in a headset you usually hear Voiceover. Then at least you can make sure you can properly unlock your phone before unplugging the headset and trying to raise the volume.
