What you heard was probably SIRI and not voiceover.
I am surprised Apple Accessibility didn't ask you to check the volume level, 
this is usually the first thing I check or recommend if somebody says they 
don't have Voiceover any more and plugging in a headset is another easy way to 
check it since headset volume and external speaker volume are independent from 
each other. This means even if your external speaker volume is 0% your headset 
volume typically is still fine and if you plug in a headset you usually hear 
Voiceover. Then at least you can make sure you can properly unlock your phone 
before unplugging the headset and trying to raise the volume.

Seems like my volume was down somehow. Thank you for the suggestion. I didn't 
even think of that.

It's just strange how I could hear VoiceOver on the Siri screen but not on the 
home screen.
