It actually seems to happen more for me with my iPhone 8 when I am using the wired earpods.

However, I have an iPhone XR and have my wired earbuds connected, and have lost speech on phone calls. It doesn't happen all of the time, but it does happen. I have even notice it happening when hanging up from an Aira call. It happened yesterday to me when I was in an iPhone class of all things, but I got speech back fairly quickly and was able to go on with the class. This has happened in 13.1 and 13.1.1. I updated to 13.1.2 last night so am hoping for different results but wouldn't be surprised to see it happen again.
