I think Google or Amazon offers a lot of free space for photo storage. Personally I consider the cost for Apple's 50Gb of iCloud storage so small, 99 Cents a month in the US I think, that both my wife and I have it and this way we don't have to worry. If you take tons of videos maybe 50Gb isn't enough, but for us it is and you can always move pictures manually off the phone and since we both have 1Tb of OneDrive storage via the Office 365 subscription there is plenty of space there. In the end it's like with anything, you can probably find free storage, as I said, Google I am pretty sure offers it, but sometimes you get what you pay for.
