Hi, AirDrop only works between Macs and iDevices, not Windows machines and iDevices. You could use iTunes file sharing. If you need to share files between a PC and an iDevice on a regular basis, it is also supposed to be possible to use a protocol called SMB to connect your PC to your phone so that your phone sees it as a drive. I couldn't figure out how to do this when I was writing my iOS 13 book, but there should be some good instructions out there by now.
