Do you use Braille or hearing aids? I am not sure if Braille input got fixed, I don't use it, but as far as I am concerned the main issue otherwise was with hearing aids. Apart from that and a few minor annoyances iOS 13.2.2 (haven't upgraded yet to 13.2.3) works very well.
