stress that from even the beginning of the beta cycling until now Apple is
refusing to tackle this nasty bug.

Yes, it's a bit annoying but dismissing a notification banner isn't so
hard, just touch near the top left of the screen and then flick down and
double tap.

I finally figured out pressing the home button seems to stop it, but
still, huge drag that you have to mess with it at all.
