My iPhone 8 does this occasionally and usually doing a restart of the phone fixes this. If you want to reset then do so in Settings > General > Reset, restore from your iCloud backup and see if that works, if the same issue happens again you may have to set up as a new device, configure any Mail accounts, download all the apps manually and put back any content. There are times when restoring from a backup may also restore any unwanted behavior.
