Technically yes, if your primary carrier offers eSIM, Electronic SIM cards.  
The eSIM becomes the default, then when traveling you can buy a physical SIM 
card from any carrier.

Technically, the SE first generation and second generation take the same size 
SIM card.
However, the new SIM cards are much faster, so Apple recommends getting a new 
SIM card with the new phone.
I was told by an Apple staff person that I could set up the new phone with the 
old SE SIM, but should then get a new SIM card as the performance will be much 
better.
And, the new SE is a Dual SIM phone; as in one physical SIM and one eSIM just 
like the 11 and xs/xr phones if your carrier supports the eSIM.
