If you have an old phone with IOS 11 on it then setup is even easier,

Once you have vo switched on,
 And your sim card in,
 You get asked if you have a aphone or ipad that you could hold close to your 
new phone,
 And that close procsimatry will allow the phones to talk to each other and a 
copy of the data from old to new will be instigated behind the seens.

As far as I know, your instructions Alan are correct.
A couple points though, I would never use something with a sharp point to 
remove the tray. Just in case. Call me paranoid, but if you slip and push too 
hard, you could do damage. A standard small paper clip end works great if the 
sim removal tool is not in the box.
Yes, triple tapping the home button when you power it on will start VoiceOver.
The one risk in setting up from a backup is that if there are any lingering 
problems, they will be inherited.
I'm debating whether to set it up as a new device, then sync with my computer.
The advantage to using an encrypted backup is that more settings like passwords 
are supposed to be included along with email account details.
I may even just call Apple Accessibility and have them help walk me through it.
Though I'm just stubborn enough to go ahead on my own.
But, I would set it up via wifi first, then put in the sim I think.
I'll be calling my carrier to double check.
