That app is still assuming you are using iTunes to get the music onto your device. And, you can still copy ringtones to your device manually, but you need iTunes installed. I’m not sure paying $2.99 for an app that does what Apple Music app does already makes all that much sense unless it is much easier to use than the standard Apple interface.
