I went into the iTunes & App Store settings on my old SE phone and changed the settings on the new SE 2020 phone to match. Under the heading, automatic downloads I now have Music, Apps and App updates set to, Off. Under the cellular data heading, I now have automatic downloads turned, On, for downloading apps using cellular data I have set to, always ask, and the Video autoplay is set to, Off. Hopefully the couple of changes I made was the problem for app updates not being reported by Voiceover. Thank you very much for your input.
