Before you send it back, call Apple Accessibility and have them run their diagnostics. They may be able to confirm a problematic Wi-Fi antenna. I've not had this problem, but my wife's old iPad Mini did just such a thing. Even if their diagnostic doesn't come up with a clear cause, they may find a fix, or at least you have a solid argument then to get a replacement.
