The Chime app is working fine on both of my devices now. One is on the Gold Master of 14, which I gather is essentially the same as the release version.
To get this app to work, you have to make sure that in the settings, notifications, chime is set to be allowed on the lock screen, and have sounds on. In the app itself, keep tapping the spot to select on the hour, half hour, quarter hour, etc., until you are on the one you want. Then set the time range. Then set whether you want it spoken or the various sounds. Then, double tap on the on item. Then, wait and see.
