First of all make sure your charger is plugged in to a wall outlet. make sure there isn’t a switch that turns The wall outlet off. then unplug your iPad and wait for about a minute. plug your iPad back in again and most likely that will turn The iPad on if it can be turned on. Wait for a couple of hours and see if voiceover comes on. This is my suggestion I hope it works.
