I don't think you said if she is using VoiceOver. If so, I hope if she does a one finger triple tap on the attachment it will give you the correct option. If no VoiceOver, have her hold her finger on the attachment until the context menu comes up. Otherwise, I'd say try calling Apple Accessibility.

It says she can export the contacts on her android into a VCF file and then email them to herself. She did this with the file attached to the email. Now on her SE she opens the email and touches the attachment. It gives her lots of choices but none of them are for importing the contacts. It even acts like it doesn't recognize it as a VCF file.
