Not sure if this is any help to you.

When my friend migrated from Symbian to an iPhone back in May he had a lot of 
contacts he wanted to transfer over to his iPhone.

What I did was this.

On his Windows 10 machine I navigated to his Contacts folder under his user 
profile.

Having exported the VCF files to a memory card from the Symbian phone I 
imported the contacts into Windows10.

I then synchronised contacts via iTunes to his iPhone and they were transferred.

You have to be careful what field labels are in your VCF files as not all items 
will be transferred.  The iPhone is fussy about labels such as mobile but I 
can’t remember which ones caused trouble now.  However VCF files can be freely 
edited if difficulties arise.
